Animal Control: What are the City’s pet licensing requirements?

All cats, dogs, and ferrets must have a current rabies vaccination and a current Prince George’s County Pet License. Licenses may be obtained in the City’s Animal Control Office at City Hall from 8:30 a.m. to 9 p.m. Monday through Friday and 8:30 a.m. to 4:30 p.m. on Saturday. (After 5 p.m. and on weekends, payment must be made by check.) A current rabies vaccination certificate is required to obtain a license. The cost of the license is $25 or just $5 if you can provide proof that the animal has been spayed or neutered.

Animal Control: I lost/found a pet. What can I do?

If you lose your pet, contact the Animal Control Office to make a report. If you discover a lost animal, call the Animal Control Office to have the animal picked up; or if you wish to house the lost animal, a "found" report can be taken by telephone.

Animal Control: Are pets allowed to roam the neighborhood?

The City Code prohibits all domestic animals (cats, dogs, ferrets, etc.) from being at-large. At-large means off the real property limits of the owner and not under restraint, by a leash, lead, or confined in a vehicle.

Animal Control: The neighbor’s pet is a nuisance. What can I do?

If a neighborhood pet creates a nuisance by repeatedly running at-large, intimidating pedestrians, or barking constantly, please call the City’s Animal Control Office. Be prepared to provide the following information: address of owner, description of animal, and times and dates of offense.

Cable: How do I report problems with Comcast Cable Television?

Cable problems should be reported to the City’s cable provider, Comcast, at their Customer Service Office in Lanham at 301-731-4260 or log onto to their web site www.comcast.com. Recurring problems should be brought to the attention of the City’s Cable Coordinator by calling 301- 809-3031 or 301-262-6200, extension 3031, or email dmahoney@cityofbowie.org.

City Council: How can I keep informed about the actions of the City Council?

Regular meetings of the City Council are held on the first and third Mondays of each month at 8 p.m. The second and fourth Mondays are reserved for worksessions regarding various issues. The public is welcome to attend any of these sessions. Meeting agendas are available on Channel 71 (Comcast) and Channel 10 (Verizon), are advertised in the Bowie Blade-News, and are posted at City Hall. Agendas may also be viewed on this web site by clicking agendas. Council meetings and worksessions are also broadcast live on the government channel (Comcast Channel 71 and Verizon Channel 10) and are rebroadcast on Wednesdays and Saturdays at 7 p.m. The meetings may also be viewed at any time as a video on
demand

City Council: Does the City inform residents about matters in their neighborhoods that may affect them?

Property owners are notified by mail when a new project is planned within 500 feet of their property. Stakeholders meetings are held to provide residents and businesses with information about planned projects. Signs announcing a public hearing for a project are posted at the site. Information regarding public hearings on development or road projects is also posted on Government Channel 10 (Verizon) and 71 (Comcast), and in legal notices which appear in the Bowie Blade-News.

City Council: How can I address City Council at a public meeting?

Citizens are always welcome to address Council during Public Hearings on specific topics or during the Citizen Participation portion of each Regular Meeting. Citizens are given five minutes to state their position. City Information: When are City offices open?

City Hall offices are open for business Monday through Friday, from 8:30 a.m. - 5 p.m. Water bills may be paid during these times at the Finance Department window. The Public Works department is open from 7 a.m. to 5 p.m. Monday through Friday. To report problems or emergencies after hours, call 301-262-6200.

The reception desk at City Hall is staffed Monday through Friday from 8:30 a.m. to 10 p.m. and on Saturdays from 8:30 a.m. - 5 p.m. City Hall is closed on Sundays.

City Services: What are my trash collection days?

Trash is collected from City residents twice a week. If a City holiday falls on your pickup day, then there will be no collection on that day. For that week only, you will have only one trash collection. Trash, in cans or bags, should weigh no more than 50 pounds each and should be at curbside by 7 a.m. Refuse should be placed out in containers with tight-fitting covers or in strong plastic bags which prevent scattering of trash by animals and birds. Tires and items that are mostly metal (appliances, bicycles, grills, etc.) require a special pickup and may not be put out with regular refuse. City Services: What is my recycling pickup day?

Recycling is picked up once a week. Items to be recycled should be placed at curbside by 7 a.m.

City Services: What items are picked up on recycling days?

Glass food and beverage containers, metal and aluminum cans, plastic bottles, newspapers, office paper, junk mail, catalogs, magazines, telephone books, cardboard and paperboard are collected weekly at curbside according to the recycling collection schedule. Yard waste (grass and leaves), bagged, boxed or in cans; and branches, no larger than three inches in diameter and no longer than four feet long, tied in bundles, should only be put out for pick up on Wednesdays. Branches thicker than 3" are collected with regular trash, but should also be tied and bundled, weighing no more than 50 pounds or cut and split into fireplace size pieces of about 8 inches in diameter by 18 inches long.

Household hazardous waste is collected by Prince George's County in Upper Marlboro on Thursday and Fridays from 7:30 a.m. to 3:30 p.m. and Sundays from 7:30 a.m. to 3:30 p.m. at the Brown Station Landfill. City Services: Does the City pick up leaves in the fall?

The City's curbside leaf collection program begins in late October/early November each year. Each single-family residence in the City will be visited twice by leaf collection crews according to the published Leaf Collection Schedule. Leaves must be raked to the curb by 7 a.m. on the day scheduled for pickup. Bagged leaves are collected year round on Wednesdays, as part of the City's yard waste collection program.

The curbside leaf collection schedule is published each fall in the Bowie Spotlight, on this website, and in local papers. Weather may disrupt the collection schedule.

City Services: I need to get a large item picked up. How can I do that?

Large items such as mattresses, couches, etc. may be left at curbside for pick up with your regular trash. No special call-in is required. The only exceptions are items that are mostly metal and tires. A special Wednesday pickup may (must) be scheduled for metal and tires by calling 301-809-2344 between the hours of 7 a.m. and 4 p.m. Requests must be made by Tuesday at noon for a Wednesday pickup.

City Services: I just moved to Bowie. How can I set up a water and sewer account?

The City of Bowie Water and Sewer System serves most homes in the City that are located north of MD Route 50 in the Levitt-built sections, as well as the Heather Hills section. If you are moving to one of these areas, you should come to the Cashier Window at City Hall to apply for service. You will be required to pay a $50 deposit, (which will be applied to your final bill when you move) and a $25 non-refundable account processing fee. At the same time, you may pick up a "Welcome to Bowie" information packet and a recycling bucket at the front reception desk. To determine whether or not you are served by City of Bowie Water and Sewer Service, please call 301-809-2344 or view the list below.

If you are moving to one of the other areas of the City, served by the Washington Suburban Sanitary Commission (WSSC), call 301- 206-4001 for information on setting up your new account. Don’t forget to stop by City Hall to pick up your "Welcome" packet and recycling bucket!

Code Compliance: How do I know what the City Code requires?

Contact the Code Compliance Office at Bowie City Hall by calling 301-809-3008 or 301-262-6200, extension 3008, or visit Room 201 to learn about what the City requires of residents. A brochure entitled " City of Bowie Code Compliance Program" is available in the office or will be mailed upon request.

Code Compliance: Can I rent out my home?

Yes. Residential property owners must obtain a City rental license before they may lease a dwelling to another person or family. There is a fee for this license. No license is required when at least one of the property owners resides at the residence, or when the landlord/tenant relationship is between parent and child. All rental properties are subject to a periodic inspection, which is conducted by a City Code Compliance Officer. The owner is responsible for ensuring compliance with City Codes.

Code Compliance: What type of projects require City/County permits?

Residents must obtain County and City building permits for home improvement projects, including fences over four feet high, additions, basement and garage renovations, decks and porches.

Code Compliance: How do I obtain home improvement building permits?

County permit application must be made first, by bringing site and project plans to the County offices in Largo. Call 301-883-5784 for information or directions. Once the County permit has been issued, applicants must come to Room 201 at Bowie City Hall to apply for a City permit. Work may begin when the City permit has been issued. Community Planning: How can I find out the status of development projects?

Information about the current status of a particular development project can be obtained by calling the City Planning Office at 301- 809-3047 or 301-262-6200, extension 3047. Your call will be directed to the City Planner responsible for that project. A document summarizing development and highway projects planned in and around the City of Bowie is published annually by the City Planning Office. Copies are available at City Hall. Community Planning: Can I get a copy of the site plan for my property?

The City does not have site plans for each homeowner’s site. In most instances, a house location survey is required at the time of settlement and will be included with a homeowner’s settlement paperwork. The Planning Office does have subdivision record plats which show the lots and streets in a development.

Community Planning: How do I find out the zoning classification for my property?

Zones for all Bowie neighborhoods are listed in the Bowie-Collington-Mitchellville Master Plan. Residents may contact the Zoning Information Office at Maryland-National Capital Park and Planning Commission for information about the Master Plan at 301- 952-3195. A copy of this document is also kept in the City’s Planning Office at City Hall and may be viewed by the public.

The next City election will take place on November 3, 2009.

Elections: How do I register to vote in City elections?

If you are registered to vote with Prince George’s County and live in the corporate limits of the City of Bowie, then you are automatically registered to vote in City elections. If you need to register for County and City elections, you may call the Board of Elections for Prince George’s County at 301- 952-3270 for information and forms. Voter registration forms are also available in the City Clerk’s office at City Hall or at any Motor Vehicle Administration office. If you wish to register only for City elections, you must complete a City registration form. Gymnasium: Who may use it?

Various teams and organizations have scheduled time at the City gym. During open gym sessions the gym may only be used by City residents, living within the corporate limits of the City. The purchase of annual membership card is required. The cost of the membership card is $10/year for youth (6-17) and $30/year for adults (18-54). There is no charge for those older than 54 years of age. Open gym sessions may vary by season. Gymnasium: What facilities does the gymasium have?

The facility consists of two full sized basketball courts (one 84' x 50' and the other 90' x 50') overlaid with two intermediate basketball courts (74' x 42') and overlaid with five volleyball courts (30' x 60'), which can also be used for young basketball players. The gym can be partioned into quarters with ceiling to floor curtains to allow for various activities at the same time. The facility also includes two team rooms that can be divided into four smaller rooms, a sitting and concession area, and office and storage rooms.

Ice Arena: What are the hours of operation for the Bowie Ice Arena?

The Ice Arena is open daily for various practices by clubs and teams. Public Skating Sessions vary from day to day and are subject to change. The Ice Arena is closed during the months of May and June each year. Call the Ice Arena at 301- 809-3090 for more information or email crobertson@cityofbowie.org.

Ice Arena: Are lessons offered?

Skating and hockey lessons are offered throughout the year. Skating lessons are offered at all levels, beginning at 18 months of age. Skate rental is included with the lesson fee. Hockey classes are offered on Mondays and Saturdays. All other classes are scheduled on Friday mornings, Saturday mornings, or Thursday afternoons. Rental Fees: Cover the entire function from initial set up through final clean-up. Additional use of Belair, such as a wedding rehearsal the day preceding the wedding, will be scheduled and billed as an additional rental function. There are no special fee considerations for any groups or individuals.

Museums: What is the history of Bowie?

Founded in 1870, and incorporated as a town in 1916, Bowie has grown from a small railroad stop to the largest municipality in Prince George’s County, and the fourth largest city in the State of Maryland. The town was first called Huntington City, though its train station was named in honor of local resident, Governor Oden Bowie, president of the Baltimore and Potomac Railroad. The town grew up around the Bowie Station, and emerged as an important rail town. It was subsequently renamed Bowie in honor of Governor Bowie.

In 1957, the firm of Levitt and Sons acquired the Belair Estate, the original colonial plantation of Governor Samuel Ogle, where it developed the residential community of "Belair at Bowie". Two years later the Town of Bowie annexed the Levitt properties, and then it re-incorporated as a city in 1963. The City’s Belair Mansion (circa 1745), was the plantation home of Governor Samuel Ogle, and his son Governor Benjamin Ogle. In the first half of the 20th Century, the Mansion was also the home of William Woodward. Belair Stable, on the Belair Estate, was part of the famous "Belair Stud", one of the country’s premier racing stables in the 1930’s, 40’s, and 50’s. Until its closing in 1957, Belair was the oldest continually operated thoroughbred horse farm in the country.

Parks and Recreation: What kind of parks are in the City?

The City maintains six parks and is home to numerous other parks and play areas maintained by the Maryland-National Capital Park and Planning Commission. See the "Leisure Activities" section for more information about recreational opportunities in the City.

Playhouse: What is the Bowie Playhouse?

The Bowie Playhouse is a 150-seat indoor theater. It is owned by the City of Bowie and has been open since 1975. The facility is open year-round and offers plenty of free parking. The Bowie Playhouse fees are affordable and the facility operates for the benefit of community theater and other performing arts groups.

The Bowie Playhouse is located at 6314 Crain Highway in Bowie on the southbound side of Maryland Route 3. It is situated in Whitemarsh Park, which is owned and operated by the City of Bowie.


Playhouse: How can I find out the schedule of performances at the Bowie Playhouse?
Each year, the City works with two resident production groups to establish the schedule of performances. Bowie Community Theater (BCT) presents 3 or 4 plays each year. 2nd Star Productions' primary focus is musical theater and they present 3 or 4 productions each year. These productions are advertised in local papers and in the "This Month in Bowie" feature of this website or on Cable Channel 71B. Additional productions are presented by various schools of dance and local bands.

Police/Public Safety: Does the City have its own police force?

In November 2005, the voters approved an advisory question regarding the establishment of a city police department. City Council authorized the creation of the department in December 2005. It is expected that it will take up to five years to establish a full police department. For more information on this subject, go to the police department page.

Public Safety: Does the City fund its own fire department?

The City of Bowie does not fund its own fire department. Fire and emergency services are provided in Prince George’s County through a combination of volunteer and paid firefighters. Each year the City of Bowie makes a substantial contribution to the Bowie Volunteer Fire Department to fund Volunteer Fire Department activities and equipment acquisition.

Public Safety: What can the City do about speeding on my street?

The City is currently conducting an aggressive Speed Reduction Program in an effort to reduce speeding on our streets. The program has two components:

  • assertive radar enforcement
  • a radar display trailer randomly placed on City streets to alert drivers to their speed

Senior Services: Are there assisted living facilities in Bowie?

Senior Services: Are there any senior citizen apartments in Bowie?

The following communities, developed for seniors, are located within the City:

  • Bowie Commons - 3909 New Haven Court. 36 subsidized/privately owned units. For information, call 301- 249-2575.
  • Somerset Park - 12319 Stonehaven Lane. 30 condominiums and 30 townhouses. All units are privately owned. For information, contact a local realtor.

Senior Services: Does the City provide transportation for senior citizens?

The City of Bowie Senior Transportation Services operates and provides transportation services for seniors and individuals with disabilities within the municipal limits of the City. This includes door-to-door transportation for medical appointments, shopping, Senior Center activities, senior clubs, and other needs, as scheduling and resources permit. Service is provided Monday through Friday, 9 a.m. - 3 p.m., excluding holidays. Call the Senior Center at least 24 hours in advance to schedule transportation. Appointments are on a "first come, first served" basis. The Senior Center telephone number is 301- 809-2324 or 301-262-6200, extension 2324.

Senior Services: Is there a service available that provides for delivery of meals to homebound individuals?

There are two sources for meal delivery to homebound individuals:

  • Prince George’s County Department of Family Services, Food and Friendship Program - This program provides meals for homebound individuals, Monday through Friday (excluding holidays). Delivery is provided by Bowie Senior Transportation Services. For information and service, call 301- 699-2693. Donation requested.
  • Meals On Wheels - This program delivers meals to homebound individuals. There is a sliding fee scale. For information and service, call 301- 618-3930.

Senior Services: I recently retired and would like to know what kind of activities are available to senior citizens?

The Bowie Senior Center is located at 14900 Health Center Drive. It provides a program that consists of a broad range of activities and services for older persons including:

  • Senior Center Classes and Activities - Ceramics Classes; Arts and Crafts Group; Writers Group; Current Events Group; Armchair Exercise Class; Introduction to Computers, Computer Club (meets the first and third Thursday of each month); Games (Bridge, Pinochle, Mahjong, Scrabble, and Chess); and Bingo.
  • Prince George’s Community College Sponsored Classes - Classes are offered in Drawing, Watercolor, Mixed Media, Tai Chi, Line Dancing, French, German, and Financial Planning. Classes are for senior citizens 60 years of age and older. Classes are conducted each Spring, Summer and Fall term. There is a $50 registration fee for each term.
  • Food and Friendship Lunch - A hot, tasty, and healthy lunch is served daily at the Center, through the Prince George’s County Department of Family Services. A 48-hour advance reservation is required. Suggested donation is $1.60. For a reservation, call the Senior Center at 301- 809-2300 or 301-262-6200, extension 2300.
  • Health and Wellness - Information presentations on various health issues are given by local physicians and health care providers. The Prince George’s County Health Department conducts a Chronic Disease Awareness Clinic once a month. Blood Pressure Screening is held twice a month. Community Wellness Programs are provided by the County Health Department monthly.
  • Trips - Day trips are planned to places of interest in the local area. Destinations include museums, historical sites, restaurants, dinner theaters, concerts, and shopping outlets, among others. Sign up for trips the third Tuesday of each month, starting promptly at 10:30 a.m.,at the Senior Center (for trips the following month). Sign up continues thereafter daily, 9 a.m. - 3 p.m. Trip lists are available at the Senior Center.
  • Special Events - Monthly Birthday Party and Sing-a-longs, special luncheons and holiday parties.

Street Lights: How do I report street light outages?

To report a street light outage or malfunction, call the City’s Public Works Office between 7 a.m. and 5 p.m. at 301- 809-2344 or complete the online street light outage reporting form. You may also email jtayman@cityofbowie.org. Please be prepared to provide the following information::

  • The address nearest the pole.
  • The pole number (found about five feet up the pole).

Taxes: What do our City taxes pay for?

City taxes pay for services provided by the City government. These services include residential trash collection and curbside recycling collection, street and bike trail maintenance, snow removal, street lighting, storm drainage control, parks and recreational facilities, youth and family counseling, senior services, housing and property inspections, and animal control, among others.

Taxes: How can I calculate my City taxes?

For the fiscal year beginning July 1, 2007 and ending June 30, 2008, the City’s property tax rate is $.352 per $100 of assessed valuation. Real property is assessed by the State at 100% of its appraised market value. Therefore, a home valued at $300,000 would have an assessed valuation of $300,000 and a City property tax levy of $1,056. This will provide an approximation of your City property taxes.

Personal property used in a business is assessed at 100% of its depreciated value as reported in annual business filings with the State Department of Assessments and Taxation. Therefore a business with property valued at $100,000 would owe $880 ($.88 per $100 of assessed valuation) in personal property tax.

Taxes: How do I pay my City taxes?

The City real property tax is collected by Prince George’s County as a part of the County property tax bill, payable to the Prince George’s County Treasurer by September 30 of each year. For properties with mortgages, real property taxes are often paid directly by your mortgage company out of your escrow account.

Businesses in the City will receive a personal property tax bill directly from the City, and may pay by mail or in person at the Cashier Window at City Hall.

Water and Sewer Service: How do I pay my water and sewer bill?

Bills are mailed quarterly and are due 20 days after the billing date. Payment may be made by mailing a check or money order to City Hall, 2614 Kenhill Drive, Bowie, Maryland 20715. Payment may also be made in person at the Cashier Window.

Youth & Family Services: My family is having problems; how can I request help with family therapy?

On Monday through Friday, 10 a.m. - 5 p.m. a counselor is available for call-ins or walk-ins. Families with children up to age 18 who are residents of Bowie or the local surrounding Prince George's County area, may call 301- 809-3033 or 301-262-6200, extension 3033 to speak with this counselor. The counselor will complete an intake report with you by telephone or in person if you have come to the office. As soon as possible, a counselor will be assigned to work with your family. That counselor will then contact you to schedule an appointment for you and your family.

Youth & Family Services: Is there a fee for counseling services?

Bowie Youth & Family Services provides free counseling services to eligible families who reside within the corporate limits of the City of Bowie.. Contributions are encouraged. Contributors can participate by directly giving to Bowie Youth & Family Services, or through the United Way of Central Maryland, P.O. Box 1576, 22 Light Street, Baltimore, MD 21203-1576, by designating Bowie Youth & Family Services #3769.

Youth & Family Services: Do you offer parenting groups?

Yes. A variety of groups are offered according to the needs of the community. The types of groups include: Active Parenting; "My Family and Me" -- Separation/Divorce Group; and, Attention Deficit/Hyperactivity Disorder Group. Other groups are developed as needed. Groups are led by staff counselors. Group sessions usually run in the Spring and Fall. There is a small charge for the groups, to cover the cost of materials provided to the participants.

Youth & Family Services: How can I register for the Teen Job Bank?

Our Teen Job Bank provides a valuable community service to youth, senior citizens, and others in the City. Through the Job Bank, teens ages 13 - 18 may be hired for occasional lawn/yard work, snow shoveling, baby-sitting, housework, and other odd jobs. Teens may call or stop by the Youth & Family Services office at City Hall to obtain a Job Bank application. Once it is completed, signed by a parent or guardian, and returned, the applicant will be added to our Job Bank.
