Neighborhood Stabilization Program 2 (NSP2)

On May 22, 2009 the Metropolitan Washington Council of Governments (COG) hosted a meeting of local housing directors, housing advocacy groups and researchers to discuss potential funding opportunities in the Neighborhood Stabilization Program (NSP 2) to stabilize communities impacted by large numbers of foreclosed housing units in the region.

Mortgage Assistance

City of Bowie announces two new mortgage assistance programs for city employees, police officers, and teachers.

The City of Bowie, Maryland has begun to accept applications for two new programs designed to help city employees, police officers, and teachers become homeowners in Bowie.

Bowie is collaborating with Prince George’s County Council and the Maryland Department of Housing and Community Development’s Maryland Mortgage Program to offer these programs.

Senior Citizen "Green" Housing Rehabilitation Program

(Funded by the City, HUD-CDBG, and OpenDoor Housing Fund through MD DHCD):

    • Projected Program Start Date: September 2009
    • Project Funding Level: Approx. $160,000 per year, plus $250,000 first year
    • Program Duration: 5 years (ODHF funding is for 1 year)

Construction Inspection Contractor

Lead-based Paint Inspection Contractor

Energy Audit Contractor

Resident’s contract with licensed home improvement contractors

    Program Elements:
  1. Replace old and poorly maintained HVAC systems
  2. Repair structural damage, leaks, and decay
  3. Eliminate insufficient and poorly installed insulation
  4. Correct leaky and poorly installed ducts
  5. Replace inefficient and/or leaky windows and doors
  6. Provide new roofs
  7. Renovate bathrooms to provide access for indigent and handicapped seniors
  8. Energy Star appliance requirement
  9. Solar energy technologies allowed
