Investing in numerous capital construction and
renovation projects annually, the City has committed to conducting
these improvements with more sensitivity towards environmental impact
and with more awareness to its responsibility towards natural resource
stewardship. Through the demonstration projects listed below, staff
will gain the internal capacity to more confidently conduct municipal
projects sustainably. Sustainable demonstrations projects are a continuance
of the City's GREEN Initiatives.
The City of Bowie demonstration projects
will be unique in that they will be highly visible, implemented by
a municipal government rather than the State or Federal governmental
agency, and conducted in collaboration with multi-sector partnerships.
They will also be educational, and pivotal in influencing code revisions.
The City of Bowie presently maintains 27 municipal
facilities. Each year, there is an allocated amount set aside from
the General Fund that is intended to cover repair and maintenance
costs incurred through the operation of these facilities. Of the $32,525,800
total appropriated funds in Fiscal Year 2003, $249,550 were designated
for repairs and maintenance for City of Bowie buildings. Environmental
design and construction can yield significant life cost savings, as
well as natural resource conservation. Low Impact Development can
also provide lower initial and long-term capital and maintenance costs
than conventional stormwater management facilities.
The City of Bowie has adopted policies and guidelines
that promote sustainable land use and pollution preventing measures
that can be incorporated into residential, multifamily, commercial
and municipal construction projects. Resolution 15-03 states that
the City will incorporate Green Building, Low Impact Development,
renewable energy, and conservation landscaping into future municipal
projects when ever feasible. Bowie will serve as a "Government
by Example" by demonstrating that responsible land use through
sustainable design and Green construction has both environmental and
economic benefits. The City of Bowie spends approximately one million
dollars annually on energy. Demonstration projects, such as the proposed
Parks and Grounds Facility which will be the City's first Green project,
will offer the opportunity to illustrate that cost savings can be
achieved by using Green Building methods and renewable energy technology,
maximizing tax dollars by minimizing utility costs, while simultaneously
protecting and improving environmental resources. Going "Green"
would prove to be a win-win situation.
