MEMORANDUM

SUBJECT: Contract Award for Government Relations Representative/Lobbyist R-12-08
DATE: January 30, 2008
The City Council has determined that it would be useful to retain a Government
Relations Representative/Lobbyist to promote its legislative agenda in Annapolis
during the 2008 General Assembly Session. The issues the lobbyist would work
on include, but are not limited to:
· State Budget Issues
· Bowie Health Center
· Bowie Race Track
· Land Use Authority
In accordance with Section 61 of the City Charter, a legal notice was placed stating the City’s Intent to Negotiate for this service. Five proposals were received by the January 18, 2008 deadline. The responses were from:
Alexander & Cleaver
Annapolis, Maryland
W. Minor Carter Annapolis, Maryland
Kenneth Fox Bowie, Maryland
Harris Jones, LLC Baltimore, Maryland
O’Malley, Miles, Nylen & Gilmore, P.A. Annapolis, Maryland
Based on a thorough review of the proposals, staff recommends that the proposal submitted by O’Malley, Miles, Nylen & Gilmore, P.A. of Annapolis (with offices in Prince George’s County and LaPlata) be accepted, and that Council award a contract in the amount of $25,000 for government relations/lobbying services for 2008.
It should be noted that although the contract would be with the firm of O’Malley, Miles, Nylen & Gilmore, P.A., the City’s primary contact will be Mr. Leonard Lucchi. Mr. Lucchi has an extensive track record in government, and in representing governmental clients in Annapolis. Lucchi is a lifelong Bowie resident, and he clearly understands the issues that are important for the community.
Staff recommends that Council pass Resolution R-12-08, awarding a Government Relations Representative/Lobbyist contract to O’Malley, Miles, Nylen & Gilmore, P.A. for $25,000.
