SUBJECT: Award of Contract to Atlas Track & Tennis for the Installation of a Synthetic Turf Field at Allen Pond

At the July 16, 2008 City Council meeting, Council adopted Resolution R-38-08 waiving the competitive bidding requirements of City Charter Section 61 and authorized the City Manager to enter into a contract for $54,810 with Atlas Track and Tennis for engineering studies preliminary to the installation of a synthetic turf field at the Allen Pond Park’s Murtagh I soccer field.

The engineering studies are almost complete, and the City is in a position to move forward with the installation of the field shortly.

As is set forth in my June 12, 2008 memo to Council explaining the background of the Allen Pond Murtagh I soccer field installation project, the proposals sought for the project included a cost for both the engineering of the field and installation of the field. Since funding for the engineering of the project was included in the FY07-08 budget and monies for the installation of the field are included in the FY08-09 budget when the Council awarded the contract last month, it could not also authorize the contract for work funded in the FY08-09 budget. We are now requesting that Council authorize a contract with Atlas Track & Tennis for installation of the fields. Atlas Track and Tennis and General Sports Venue cost breakdowns are set forth below. The Atlas Track and Tennis numbers have been updated to reflect actual costs.

$ 900,000 was allocated in the FY09 budget for this project. To complete of Council’s earlier endorsement, staff is now requesting that in accordance with Charter Section 61, the competitive bidding requirement be waived and Council authorize a contract to Atlas Track &Tennis for the installation of the field in the amount of $682,867 for the installation of the field.
