SUBJECT: Asphalt Roller - R-53-08

The Equipment Acquisition and Replacement fund allows for the replacement of an asphalt roller in the FY2009 budget.

The Public Works Department has located a contract to “piggyback” under the PACC (PA Capital City) Automotive and Equipment Contract administered by the City of Harrisburg for the State of Pennsylvania. The PACC contract is awarded to multiple vendors based on the vendor’s profit margin quotes. Stephenson Equipment, Inc. of Harrisburg, Pennsylvania was awarded a contract for construction/heavy-duty type power equipment with H & E Equipment Services of Baltimore, Maryland as the local vendor.

H & E Equipment Services has provided a quote for the purchase of an asphalt roller in the amount of $25,275, in accordance with the Pennsylvania bid.

The Public Works Department recommends that we “piggyback” on the PACC contract through H & E Equipment Services for the purchase of an asphalt roller in the amount of $25,275, which is within the $30,000 budget. Seeking new bids at this time would not be expected to yield better results.

The Public Works Department recommends that Council waive bidding requirements for good cause shown, as allowed by Section 61(b) of the City Charter, to allow for the purchase of an asphalt roller from H & E Equipment Services, in the amount of $25,275.
