REGULAR CITY COUNCIL MEETING
MONDAY, SEPTEMBER 15, 2008



CALL MEETING TO ORDER:

The Regular Meeting of the Bowie City Council was held on Monday, September 15, 2008 in the Council Chambers at City Hall. Mayor Robinson called the meeting to order at 8:00 p.m. QUORUM: In attendance were Mayor Robinson, Councilmembers Brady, Marcos, Polangin, Trouth, Turner and Valentino-Smith; City Manager Deutsch, Asst. City Manager Fitzwater, City Attorney Robert Levan, Members of the Staff, the Press and the Public. PLEDGE OF ALLEGIANCE TO THE FLAG: The Council led the Pledge of Allegiance to the Flag.

CITIZEN PARTICIPATION:

1. Mr. Gary Allen, 13003 Beechtree Lane, Chairman of the Environmental Advisory Committee, spoke about the City's State of the Environment Report and noted that this is a milestone for the City of Bowie. He reminded everyone about the Prince George's County Household Hazardous Waste Day on November 1 at the Prince George's Stadium.

2. Mr. Michael Botega, 2909 Brierdale Lane, commended the City on the first State of the Environment Report; it is a great starting point and can be added on and worked on in the years going forward. He also mentioned the Household Hazardous Waste Day on November 1.

3. Ms. Cindy Freland, 12105 Whiston Court, asked for financial assistance for a workshop she would like to teach; the workshop would help Bowie teens to find jobs, complete job applications and cover letters, go on interviews and complete work permits. She provided copies of the slide show she proposed to present to the Council.

SWEARING-IN CEREMONY:

Chief Perez introduced Amir Ibrahim and acknowledged his family who were in the audience. Mayor Robinson swore Officer Amir Ibrahim into office as a member of the City of Bowie Police Department.

PRESENTATIONS:

A. Chief Perez introduced Prince George's County Police Chief Hylton, District II Commander Major Rosser and Lt. Davey and asked them to join her in making the presentation. She presented the first Bowie Police Department Certificate of Appreciation to Sgt. Briggs and his Department for their on-going partnership with the Bowie Police Department in providing outstanding professional police services to the City of Bowie; on behalf of the citizens and the Department, she thanked the members of Sgt. Briggs' Department. Chief Perez noted that Sgt. Briggs could not be present this evening. Chief Hilton said the City and County Police Departments plan to do a number of initiatives to join forces to make one law enforcement system in the County.

B. Popp Award - Mayor Robinson announced that this award is presented for outstanding service to scouting and the community; the first award was presented to the Popp family in memory of Mr. Popp. Mayor Robinson presented the award to Roger Brow and thanked him on behalf of the Council and citizens for his outstanding leadership and example of setting high standards for the young men and women.

CITY BOARDS AND COMMITTEES:

A. Councilmember Marcos moved the appointment of Mr. Emeka Onwezi as a member of the Economic Development Committee. Mayor Pro Tem Turner seconded the motion and it carried unanimously.

B. Councilmember Polangin moved the appointment of Dawn Brodus-Yougha as a member of the Education Committee. Councilmember Brady seconded the motion and it carried unanimously.

Mayor Robinson swore Mr. Onwezi and Ms. Brodus-Yougha into office in accordance with Sec. 92A of the City Charter.

COUNCIL ANNOUNCMENTS:

Mayor Robinson announced that the County School Board hearing on the CIP is scheduled for September 16. He invited all to attend.

CITY MANAGER’S REPORT:

City Manager Deutsch reported on the following items: 1) Council has been invited to a presentation and discussion on September 17 at the City of College Park; staff from the Council of Governments will be providing an overview of COG's Climate Change Report; the meeting is being provided for the Councils of College Park, Greenbelt. 2) Reminded everyone that the District 3 Town Hall meeting will be held on September 22 at the Bowie Senior Center.

CONSENT AGENDA:

Councilmember Brady moved approval of the following items: A. Approval of Resolution R-64-08, Accepting Bid for the Supply of a Pug Mill to be used at the Wastewater Treatment Plant; B. Approval of Resolution R-65-08, Authorizing the Waiving of Bidding Requirements by Two-Thirds Vote to Allow for the Repair of the Motor From Well #5; C. Approval of Position Letter, Supporting Approval of Preliminary Plan of Subdivision #4-08029 for the Development of the Temple of Praise International Church on U.S. 301; and D. Approval of Resolution R-66-08, Granting an Exemption from Sec. 2070 of the Bowie City Code. Councilmember Polangin seconded the motion and it carried with a vote of 6-0.

OLD BUSINESS:

A. Ordinance O-4-08 - Providing a Supplemental Appropriation for the Annual Budget for the Fiscal Year Ending June 30, 2009 for the Purpose of Funding the Replacement of a Bucket Truck and Architectural and Engineering Services for the Solid Waste Office Building and Wastewater Treatment Plan Administration Office Addition and Interior Renovation - City Manager Deutsch summarized the ordinance and asked for Council support.

Since there were no persons signed up to speak, Mayor Robinson declared the public hearing to have been held.

Councilmember Brady moved the adoption of Ordinance O-4-05. Councilmember Trouth seconded the motion and it carried with a vote of 6-0.

ADJOURNMENT:

Mayor Pro Tem Turner moved that the meeting be adjourned. Councilman Brady seconded the motion and it carried unanimously. The meeting was adjourned at 8:35 p.m.
