            The FY2009 Water and Sewer division budgets allow for the replacement of dump truck #403.  

In February, 2008, Prince George’s County awarded contract #C08-002 to K. Neal International Trucks, Inc. for the purchase of dump trucks with snow plow equipment.  K. Neal International Trucks, Inc. has extended the opportunity for the City to “piggyback” the Prince George’s County contract to purchase an International 7400 dump truck with snow removal equipment at a total cost of $113,762.  The Water and Sewer budgets total $104,000 and the Streets division budget allows for the snow removal equipment at a cost of $9,762.

            The Public Works Department recommends that we “piggyback” on the Prince George’s County contract for the replacement purchase of a dump truck in the amount of $113,762, which is within budget.   Seeking new bids at this time would not be expected to yield better results.

The Public Works Department recommends that Council waive bidding requirements for good cause shown, as allowed by Section 61(b) of the City Charter, to allow for the replacement purchase of a dump truck, in the amount of $113,762.

R E S O L U T I O N
OF THE COUNCIL OF THE CITY OF BOWIE, MARYLAND
AUTHORIZING THE WAIVING OF BIDDING REQUIREMENTS
TO ALLOW FOR THE PURCHASE OF A DUMP TRUCK

            WHEREAS, the FY2009 Water and Sewer division budgets allow for the replacement of a dump truck; and

            WHEREAS, Prince George’s County awarded a contract to K. Neal International Trucks, Inc. of Hyattsville, Maryland, for dump trucks with snow removal equipment which meet City specifications; and

            WHEREAS, the total cost to purchase the dump truck and snow removal equipment is $113,762; and

            WHEREAS, seeking new bids at this time would not be expected to yield better results; and

            WHEREAS, it is hereby deemed to be in the best interest of the City of Bowie to piggyback on the Prince George’s County contract to K. Neal International, Inc.

            NOW THEREFORE, BE IT RESOLVED, by the Council of the City of Bowie, Maryland that the Council, by a two-thirds vote in accordance with Section 61(b) of the Charter, hereby waives bidding requirements; and

            NOW, THEREFORE, BE IT FURTHER RESOLVED, by the Council of the City of Bowie, Maryland that the Council accepts the bid offered Prince George’s County and hereby directs the City Manager to issue a purchase order to K. Neal International Trucks, Inc. of Hyattsville, Maryland, in the amount of $113,762.
