SUBJECT:    Proposed Animal Shelter Task Force

DATE:           April 1, 2009

            Councilmember Brady has provided the attached Resolution establishing an Animal Shelter Task Force.  An earlier draft from staff is again provided for comparison purposes.  Staff has concerns that CLAW representation could potentially dominate the Task Force under the Brady proposal, which could affect the Task Force’s outcome.  The Council will need to be particularly careful in choosing the residents to fill the slots for a senior, a financial background person, and the two at-large positions.

            One other minor point:  Section 1.e. in the Brady proposal relating to microchips and other identification methods does not seem germane to the shelter question.  Staff will update Council on the microchip matter, but it seems to diverge from the main focus of the Task Force on the animal shelter question.

            Staff is ready to facilitate a Council discussion of this matter.
