Subject: City of Bowie Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year 2009 (July 1, 2008 – June 30, 2009)

The City of Bowie receives Community Development Block Grant (CDBG) funds from the US Department of Housing and Urban Development through an entitlement . The City of Bowie’s Consolidated Action Plan for Housing and Community Development, Fiscal Year 2004-2008 analyzes housing, human services, and non-housing community development needs throughout the City, identifies and prioritizes community needs, and includes a strategy to address those needs. The Annual Action Plan reflects the City’s goals and objectives for neighborhood revitalization, economic development, and human services based on a prioritization of needs as stated in the Consolidated Plan’s Five Year Strategy. Economic development projects are designed to increase opportunities for employment, commerce, and home ownership. Human services activities address the health, safety and well being of residents, especially the elderly and persons with special needs. The designated CDBG project area is Old Town Bowie and CDBG funded activities for this community meet the national objective of providing benefits to low and moderate-income persons.
The Consolidated Annual Performance and Evaluation Report (CAPER), developed with citizen participation, identified the extent to which the City has satisfied specific goals and objectives delineated in its Annual Action Plan for Fiscal Year 2009. The CDBG program supports annual infrastructure improvements in low and moderate-income neighborhoods such as Old Town Bowie and the Senior Citizen “Green” Housing rehabilitation Program. Finally, during program year 2009, the CDBG Entitlement of $163,357 was matched by grants awarded by the State of Maryland’s Community Legacy Program and the OpenDoor Housing Fund. These funds were applied to the Street Improvement Program to support the Old Town Bowie revitalization program and the Senior Citizen “Green” Housing Rehabilitation Program. Citywide community development activities are funded by other grants and municipal funds. Leveraging city government funds, services, and programs, combined with private services, has enhanced coordination among service providers and improved the delivery of those services to the residents of the City of Bowie.
DISCUSSION: Staff has completed the production of the Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year 2009 as required by the U.S. Department of Housing and Urban Development. The report is attached.
RECOMMENDATIONS: We recommend that Council adopt Resolution R-60-09 and authorize the CAPER to be sent to HUD.
