SUBJECT:	Speed Camera Implementation

            The attached memorandum from Chief Perez contains an overview of the initial implementation of the speed camera project.  You will recall that the Chief presented operational details at the September 14th Worksession.

            As the Chief’s memorandum states, it is our recommendation that we enter into a contract with ACS, using the time-honored cooperative bidding program of the Metropolitan Washington Council of Governments (MWCOG).  Recommendations regarding cooperative bidding normally are communicated to Council in the weekly Status Report.  Since a Council Member had a comment about procurement procedures regarding this matter, we are asking you to take formal action to allow the program to move forward as expeditiously as possible.
