SUBJECT: Final Draft of Energy Efficiency and Conservation Strategy (EECS) by Energy Management Resources, Inc. as required by the City’s Contract under DOE’S Energy Efficiency and Block Grant Program

The City is the recipient of a grant from the U.S. Department of Energy’s “Energy Efficiency & Conservation Block Grant” Program (EECBG) as part of the American Recovery and Reinvestment Act (ARRA). The grant consists of nine projects proposed by the City to improve energy efficiency, conserve resources, and reduce energy costs. The first project required under the grant by DOE is the conduct of an “Energy Efficiency and Conservation Strategy” (EECS) for the City. The purpose of the EECS is to show the City’s planned initiatives to achieve energy efficiency and conservation goals by employing certain strategies over the next 10 to 15 years. On January 4, 2010 Council approved Energy Resources Management, Inc. (ERM) as the successful bidder in response to the City’s RFP soliciting qualified consultants. On March 3, 2010 Council was provided a copy of the first draft of the EECS. The final draft takes into consideration comments from staff and the Environmental Advisory Committee.
Attached is ERM’S “Final Draft EECS” for the City to review and provide comments. The DOE-mandated timeline for the development of the EECS is extremely short and has required a lot of work by staff in support of ERM’S work. The final document must be delivered to DOE by March 17, 2010. This timeline is consistent with other constraints placed on American Recovery and Reinvestment Act (ARRA) funds.
ERM representatives will provide an overview of their report at the Monday Council Meeting.
