Status Report

1.  City Hall Change Order

Attached please find the first significant change order pertaining to the City Hall project.  The first component of this change order is to furnish and install an emergency generator fuel tank enclosure for $50,656.  The second component of this change order is to furnish and install safety handrail inside the clock tower in lieu of safety chain, four quick response chrome pendants on the first and second floor for sprinkler curtain, and structural steel fireproofing at the lower level electrical room for $5,016.  This change order is necessitated by the review comments during the Prince George’s County permit process.  This change order has been reviewed and approved by both the architect and construction manager.  Staff intends to sign off on this change order on Monday, March 15th. 

2.  Swearing-in of Police Officer

Private First Class Daniel Wood, who will be sworn in at your meeting Monday night, was previously a member of the Prince George’s County Police Department for 22 years.      

3.  Prince George's County Economic Resources Guide

The City's general economic development advertisement appears in the new edition of the Prince George's County Economic Resource Guide created by the County Economic Development Corporation.  Copies are in your package.

4.  Synthetic Turf Field Rental Rate Expansion

In the FY10 Budget, Council approved a rental rate for blocks of time (15 weeks/90 minutes per week time block) on the new synthetic turf field.  Staff had a significant number of calls from groups wanting to rent the synthetic turf field for a single 60 or 90-minute time rather than by the 15-week block.  To address these requests, staff has submitted an expanded rate structure which will be included in the FY11 Budget.  So as not to lose revenue, staff will begin assessing the hourly rates as outlined below on April 1, 2010.

5.  Economic Development Committee (EDC)

The EDC held their regular monthly meeting Wednesday.  Planning Director Joe Meinert told the members about the importance of the Census and provided posters and other information they could take back to work.  Arts Specialist Annette Esterheld told the members about the new community chorus and asked their help in raising funds for that chorus.

Nominations for the Business Recognition Awards are being accepted through the end of March; the awards ceremony is Friday, May 14 at the Belair Mansion.  The organizers have invited Congressman Hoyer to speak but he is yet to be confirmed.

The Committee also heard an update on leasing and development activity at Melford from Vice Chair Alan Coppola.  One fact reported is that over the past year there has been a net loss in the number of tenants at Melford.  Also noted is that there is more than 40,000 square feet of sublease space available.

Members engaged in a lively discussion about having an active Bowie office or retail developer representative on the Committee; some thought it would add an additional perspective on Bowie and our economy; some were concerned with how one could be selected from many without creating the appearance of favoritism or self-service; and some noted that the EDC's forming resolution recognizes the need for a developers representative.

Chairman Boyd Campbell continues to work with several members to devise a survey or other method to get information from Bowie's businesses to help the EDC develop business retention recommendations.

The next regular meeting of the EDC is Wednesday, April 14, 2010.
