Status Report
1. City Hall General Contractor Selection
City staff, working with the Project Manager Arcadis, has reviewed the material provided by general contractors in response to the Request for Qualifications (RFQ) for the City Hall contract. The City received 27 responses and evaluated these against the criteria established in the RFQ. After a rigorous evaluation that included one all-day evaluation session with City staff, the Project Manager and the Architect (Grimm + Parker), staff and the Project Manager have narrowed the list to six firms that will be pre-qualified to bid on this project.
Attached is the letter that was sent to all of the firms submitting proposals, that lists the six firms selected. Because all of these firms have been pre-qualified as able to perform this job, it is anticipated at this point, absent any contrary information, that whatever firm submits the lowest qualified bid will be selected for this project. The approach of pre-qualifying general contractors is the same approach used in selecting the architect for this project. The advantages of pre-qualifying contractors is that you ensure a qualified and capable contractor will be selected for this job and not just one who submits the lowest bid which may not be capable of executing a project of this size and complexity. Also, the pre-qualified contractors know they are competing against other quality contractors and will submit their best bid on that basis. Finally, for a project of this magnitude, it is expensive for contractors to prepare a bid. Therefore, contractors that only had a marginal chance of being selected do not have to incur the expense associated with pricing this project. However, the City still gets a very competitive process with six firms qualified to submit bids. We anticipate bringing a recommendation to City Council for your approval at your June 15th City Council Meeting.
