MEMORANDUM
TO: City Council
FROM: David J. Deutsch, City Manager
SUBJECT: Status Report
DATE: August 27, 2009
Status Report
1. Cooperative Purchase
Montgomery County, on behalf of the members of the Council of Governments, conducted a reverse auction for the cooperative purchase of gasoline. Vendors were asked to bid on a net price differential to be applied to the current price published on the Oil Price Information Sheet (OPIS). The current OPIS price for gasoline is $2.0537 and the low bidder, Truman Arnold Companies, bid a differential of $.0050 per gallon in truck transport quantities. The initial contract price will be the current OPIS price plus the differential or $2.0587 per gallon. As with other fuel purchases, the price will increase or decrease during the first and third week of each month based on the published price.
The City Charter requires the City Council be given seven days notice prior to entering into a purchase agreement of this type. The current contract expires on August 31, 2009. The new contract will run through August 2010.
2. Maryland Green Registry
At this year's MML conference, staff from Governor Martin O'Malley's office encouraged the City to join the Maryland Green Registry, a website that shares environmental success stories from businesses and organizations throughout the State. Maryland Green is a voluntary, self-certification program offering tips and resources to help organizations set and meet their own goals on the path to sustainability. The website address is: www.green.maryland.gov. Some of the City's major environmental initiatives, including the establishment of an Environmental Advisory Committee, Stream Team clean-ups, single-stream recycling and LEED Silver certification for the Parks and Grounds Building will be featured, along with a link to the City's website, on the Bowie page in the Registry. The Maryland Green Registry is also a valuable reference site that showcases many of the "green" best practices and tools now being implemented around the State. A link to this site will be added to the City's Green Page.
