Status Report

1.  Right-of-Way Maintenance

Attached please find a staff proposal regarding maintenance on certain State and County right-of-ways impacted by the BGE Bowie Electric Reliability Action Plan.  Staff has added this matter to your December 7th City Council agenda for your consideration.  

2.  Traffic Calming Sign

The new sign is up and operational on Quill Point Drive in Northridge. 

3.  Electronic Reporting and E-Citation Additions

In the November 12, 2009 Status Report, we provided you notice of intent to purchase an Electronic Reporting System and to expand the E-Citation program.  These purchases are completely funded under a grant from the Department of Justice.  We neglected to mention that this item has not yet been budgeted by City Council since this grant was approved after the conclusion of the City’s Budget process.  Staff intends to prepare a Budget Amendment Ordinance for the entire grant proceeds of $500,000, which would include the Electronic Reporting System and E-Citation expansion, and present this to City Council at an upcoming meeting.

Our intent is to issue a purchase order for the Electronic Reporting System and E-Citation expansion once all grant requirements are satisfied, which could occur prior to the actual budget amendment being formally adopted by City Council in order to allow training to begin on the use of this equipment.  Please let me know if you have any concerns with this approach.

4.  Economic Development Committee (EDC)

The EDC held their regular meeting Wednesday, November 18 and heard from two expert speakers on the topic of Tax Increment Financing (TIF) - Keenan Rice, President of Municap Inc., a major TIF consulting company; and, Timothy Elliot, the Finance Director for the City of Annapolis.  A good Q&A followed the presentations. Copies of the materials are in your package.  The next regular meeting of the EDC is Wednesday, December 9, 2009.
