Status Report
1. 2012 Development Sites Outline
Included in package is a copy of the 2012 Development Sites and Highway Projects Outline prepared by the Department of Planning and Economic Development. Please contact staff if you have questions about any of the listed projects.
2. Sewer Foam Injection for Root Control
The Public Works Department located a contract for sewer foam injection control services with Baltimore City through Dukes Root Control, Inc., upon which we will be able to piggyback. The City Attorney reviewed the contract and has approved the terms and conditions. The foam injection program has been very successful in controlling root growth inside City sewer lines and helping to prevent sewer backups. This year we have budgeted $65,000 for this program. We will sign a contract and issue a purchase order to Dukes Root Control, Inc., in an amount not to exceed $65,000.00.
This notification is consistent with Charter Section 62 of the City Code regarding cooperative bidding.
3. Fire Hydrant Purchase
The Public Works Department located a contract for fire hydrants with Washington, D.C. Water Authority through Tricon Chemical Corporation, upon which we will be able to piggyback. The City Attorney reviewed the contract and has approved the terms and conditions. This year we have budgeted $26,000 for the hydrant replacement program. We will sign a contract and issue a purchase order to Tricon Chemical Corporation in an amount not to exceed $26,000.00.
This notification is consistent with Charter Section 62 of the City Code regarding cooperative bidding.
4. Melford Update
This week, SHA crews completed the updating of the Melford highway signage, as requested by Council. The words "Maryland Science and Technology Center" were replaced with the word "Melford" on all signs located within the State right-of-way. Also, during the review of the Comprehensive Signage Plan for Melford, the Bowie Advisory Planning Board asked St. John Properties if the developer could give a tour of their property. St. John has scheduled a general tour of the Melford site for BAPB and City Council members on Tuesday, January 10, 2012 at 3:00 p.m. The orientation will begin in the parking lot of the 4-story office buildings which are located just off the traffic circle as you enter the project (16701-16901 Melford Boulevard) and should last about one hour.
5. National Night Out
The National Association of Town Watch has selected Bowie as a National Award Winner for its outstanding participation in the 28th Annual National Night Out crime, drug and violence prevention program. This is the fifth time Bowie has won this award.
6. Race Track Road
Bowie Patch has a picture of the horse bridge located near the race track. Staff has been in touch with the County and Maryland Jockey Club in an effort to get the bridge repaired. The bridge is allegedly structurally sound, but it looks like a chunk was taken out of it, which is visible in the northbound direction.
7. Redistricting Public Hearing
The Governor’s Redistricting Advisory Committee (GRAC) met today in Annapolis. The hearing was presided over by the GRAC Chair, Jeanne Hitchcock. Governor O’Malley, President Miller and Speaker Busch also attended. Approximately 200 people attended, including Mayor Robinson, and Councilmembers Gardner, Marcos, Trouth, and staff. Delegates Holmes and Valentino-Smith also attended. Mayor Robinson presented testimony on behalf of City Council.
State law requires that the Governor submit his proposal to the Legislature on the first day of the General Assembly Session on January 11, 2012. The Governor’s plan will become law forty five days later, unless it is changed by the Legislature.

8. Stormwater Capacity Assessment
The University of Maryland's Environmental Finance Center has approved the City's request to participate in their stormwater capacity assessment program. The City will receive technical assistance and recommendations regarding the stormwater management program, including discussion of potential financing options for future capital projects. With the Maryland Department of the Environment's issuance of the City's new stormwater permit in 2012, the City will be facing some challenges in terms of retrofitting untreated and under-treated impervious cover. The Center has requested Council's acceptance via approval of a Council Resolution. Staff will draft the Resolution for the January 3, 2012 Consent Agenda.
