SPECIAL CITY COUNCIL MEETING
MONDAY, NOVEMBER 14, 2005

CALL MEETING TO ORDER:

The Special Meeting of the Bowie City Council was held on Monday, November 14, 2005 in the Multipurpose Room at City Hall. Mayor Robinson called the meeting to order at 8:00 p.m.

QUORUM:

In attendance were Mayor Robinson, Mayor Pro Tem Jenkins, Councilmembers Aleshire, Brady, Booker Jones, Kroemer and Lyles; City Manager Deutsch, Asst. City Manager Fitzwater, City Attorney Levan, Members of the Staff, the Press and the Public.

PLEDGE OF ALLEGIANCE TO THE FLAG:

The Boy Scout Troop 1559 led the Presentation of Colors and the Pledge of Allegiance to the Flag.

INVOCATION:

Rev. Richard Neff, Pastor Emeritus, Christian Community Presbyterian Church, gave the Invocation.

CONSENT AGENDA:

Mayor Pro Tem Jenkins moved approval of Consent Agenda Items: A. Approval of Resolution R-71-05, Accepting Bid for the Hauling and disposal of Leaves; B. Approval of Resolution R-77-05, Approving the Designation of a Community Legacy Area and Approving the Community Legacy Project and Grant Application; and C. Approval of Resolution R-78-05, Authorizing the City Manager to Execute an Agreement With Prince George’s County for Construction of a New Traffic Signal on Race Track Road at Idlewild Drive and Marquette Lane. Councilman Brady seconded the motion and it carried unanimously.

ADMINISTRATIVE REPORT:

A. Certification of November, 2005 City of Bowie Election - Mr. Joseph J. Foley, Member of the Board of Elections, read the report from the Board to the City Manager dated November 10, 2005, certifying the results of the November, 2005 Election, which is attached hereto. Mayor Pro Tem Jenkins moved to accept the Board’s report. Councilwoman Booker Jones seconded the motion and it carried unanimously.

PRESENTATIONS:

Mayor Robinson presented a gift from the City to outgoing Councilman Aleshire for his more than thirteen years of service to the City.

Mayor Robinson presented a gift from the City to outgoing Councilwoman Booker Jones for her three and one half years of service to the City.

ADMINISTRATION OF OATHS OF OFFICE:

A. G. Frederick Robinson, Mayor - Ms. Rosalyn Pugh, Clerk to the Court for Prince George’s County, administered the Oath of Office to G. Frederick Robinson, Mayor of the City of Bowie, in accordance with the Oath prescribed in Section 92A of the City Charter.

Ms. Pugh offered her congratulations to Mayor Robinson and the new Council.

B. Kurt Kroemer, District 1; Jack D. Jenkins, District 2; Todd M. Turner, District 3; D. Michael Lyles, District 4; Kevin W. Conroy, At-large; and Dennis Brady, At-large - Mayor Robinson swore Councilmembers Kroemer, Jenkins, Turner, Lyles, Brady and Conroy into office in accordance with Section 92A of the City Charter.

C. Remarks By Newly Elected Officials - All newly elected officials thanked their respective families, friends, voters, and members of their campaign staffs for their help in getting them re-elected.

ORGANIZATIONAL MEETING

CITY COUNCIL MEETINGS:

A. Resolution R-76-05 - Establishing Organizational Rules and Regulations for City Council Meetings - Councilman Brady moved approval of R-76-05. Councilman Jenkins seconded the motion and it carried unanimously.

B. Election of Mayor Pro Tem - Councilman Jenkins moved the selection of Dennis Brady as Mayor Pro Tem. Councilman Kroemer seconded the motion and it carried with a vote of 6-1 (Lyles).

ADJOURNMENT:

Mayor Pro Tem Brady moved that the meeting be adjourned. Councilman Jenkins seconded the motion and it carried unanimously. The meeting adjourned at 9:00 p.m.
