Attached is a Resolution which impounds funds appropriated for BCTV. This local cable organization has failed to meet the requirements established by Council in the budget adoption for Fiscal Year 2003.

RESOLUTION
OF THE COUNCIL OF THE CITY OF BOWIE, MARYLAND
DIRECTING THE CITY MANAGER TO SUSPEND FURTHER PAYMENT TO THE BOWIE CABLE ACCESS CORP.

WHEREAS, by the adoption of its annual budget in Ordinance No. O-05-02, the Council of the City of Bowie (hereinafter, "the City") appropriated funds to be made available to the Bowie Cable Access Corp. to fund its operations; and

WHEREAS, in appropriating the funds for BCTV, the City Council imposed certain conditions upon BCTV precedent to the disbursement of any funds to that entity, which conditions included mediation of certain disputes with the City by July 1, 2002, submittal of vouchers for expenses; and

WHEREAS, the City communicated this information to BCTV on June 4, 2002, in a letter to the BCTV Liaison to the City; and

WHEREAS, BCTV has failed to comply with the conditions precedent to the disbursement of the appropriated funds; and

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bowie, Maryland, that the City Manager is directed to suspend further payment of City funds to Bowie Access Corp. until further notice.
