SUBJECT: Legislative Action Requests/MML

Each year, the Maryland Municipal League solicits Legislative Action Requests (LAR) from its member municipalities. The LAR's are used by teh MML's Legislative Committee to develop the Legislative Agenda. In 2001, Council supported the following LAR's:
1. Planning/Zoning Authority
2. Speed Monitoring Authority
3. Electric and Gas Industry Aggregation
4. Fireworks Permitting
The fireworks matter has been handled administratively. Legislation concerning utility aggregration was enacted. The proposal for electronic monitoring of vehicle speed was rejected by the General Assembly.
It is recommended that Council renew its reqeust regarding planning and zoning authority as a legislative priority for the 2003 session. In the mean time, a meeting will be held shortly between M-NCPPC and municipal representatives to continue the dialogue on the issue.
