Subject: Strategic Planning Proposal – R-72-03

Attached is a proposal from the Institute for Governmental Service (IGS) at the University of Maryland to assist the City in a strategic planning process. City Council has indicated a desire to participate in such a process and has indicated that this process should be facilitated by an organization that has previous experience conducting strategic planning processes. City Council has also indicated that the Council wishes to act as the City’s Strategic Planning Committee.
The City has had previous experience working with IGS and has been satisfied
with the product provided by this organization. City staff also contacted
the City of
Bel Air and Caroline County to determine their level of satisfaction with
the work done by IGS in their strategic planning processes. Both Bel Air
and Caroline County indicated satisfaction with the work performed by IGS
in their strategic planning processes.
It is anticipated that if City Council approves working with IGS to facilitate the City’s strategic planning process, this will begin in the fall of 2003 and take approximately one year to complete. The cost to perform this service is $10,000.
Recommendation
Staff recommends that the City Council approve Resolution R-72-03 to conduct a strategic planning process using the Institute for Governmental Services to assist the City in this process.

RESOLUTION
OF THE COUNCIL OF THE CITY OF BOWIE, MARYLAND
BY TWO-THIRDS VOTE WAIVING THE COMPETITIVE BIDDING AND ADVERTISING REQUIREMENTS
OF SECTION 61 “PURCHASING AND CONTRACTING” OF THE CHARTER OF
THE CITY OF BOWIE TO ENTER INTO AN AGREEMENT WITH THE INSTITUTE FOR GOVERNMENTAL
SERVICE FOR $10,000 TO ASSIST THE CITY IN CONDUCTING A STRATEGIC PLANNING
PROCESS
WHEREAS, the Council of the City of Bowie (the “City”) desires
to conduct a strategic planning process for the City; and
WHEREAS, the Council wishes to engage the services of an organization that has had previous experience conducting a strategic planning process for other local governments; and
WHEREAS, the Institute for Governmental Service (the “Institute”) at the University of Maryland has previously conducted strategic planning processes for other local Maryland jurisdictions; and
WHEREAS, the Institute has conducted previous management studies for the City; and
WHEREAS, Section 61 of the City Charter requires that contractual services in excess of $10,000 shall be competitively bid and advertised; and
WHEREAS, the City wishes to engage the services of the Institute because of their past association with City projects, their competitive pricing and their experience in conducting strategic planning processes for other local jurisdictions; and
WHEREAS, it is not anticipated that a better price could be obtained to conduct a strategic planning process by going out to competitive bid.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Bowie, Maryland by at least a two-thirds vote, that the competitive bidding requirements and advertising requirements of Section 61 of the Bowie City Charter are hereby waived for good cause shown; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to enter into an agreement with the Institute for Governmental Service in the amount of $10,000 for the Institute to assist the City in conducting a strategic planning process as outlined on the attached agreement.
