SUBJECT: “Old MD 450”

The State Highway Administration (SHA) is interested in divesting itself of the ownership and maintenance responsibility for “old MD 450”, now that the “new” highway is open to traffic. The character of the subject road has changed from an arterial to a local road, and the State feels it would be more appropriate for a local jurisdiction to own and maintain the road.

Prince George’s County has declined to accept the road, so the City is the only remaining option. Placing this road under Bowie’s control following negotiations with SHA for needed improvements would be similar to a long-standing policy Council has had vis-à-vis County roads within City limits.

RECOMMENDATION

Council should authorize staff to negotiate with SHA for all needed improvements to “old MD 450” in preparation for the City assuming responsibility for the road.
