MEMORANDUM
TO: City Council
FROM: David J. Deutsch, City Manager
SUBJECT: Status Report/Council Poll
DATE: March 8, 2007
Status Report
1. Tax Differential Bill
Mayor Robinson and staff attended a hearing yesterday of the County Affairs
Committee of the Prince George’s County House Delegation. The Committee
unanimously took an unfavorable position on House Bill 493 which would
have provided municipal taxpayers with a property tax bill setoff against
the tax levy from the Park and Planning Commission. There will be no further
action on this bill during this session.
2. Bowie Community Center
The reopening of the Community Center is tentatively scheduled for April
21st. More information to follow as soon as it is obtained from M-NCPPC.
3. Northview Elementary School
City staff is continuing to analyze the traffic issue related to the summer
opening of the new school. The Prince George’s County Department
of Public Works and Transportation has refused to participate in any traffic
study, since Northview Drive is a City-maintained roadway. The City has
retained a traffic engineer to conduct a traffic signal warrant analysis.
Staff is also engaged in discussions with Board of Education staff and
County Police personnel regarding various safety issues related to the
school opening. We will continue to keep Council informed as this issue
moves forward. Enclosed please find maps that show the attendance zone
for the new school, as well as a map which shows the streets from which
children will be walking to school.
