Generator/Lighting Vehicle for Emergency Management/Special Events


Some of the uses would be:

Emergency Management
1. Use as City mobile Incident Command Post to support incident operations.

2. Provide lighting and electricity where power has been compromised or not available.

3. CERT base of operations at scenes and supplies storage.

4. Information distribution hub at localized incidents.
Community Services
1. Use at evening and nighttime events where lighting is not always readily available (movies in the park/concerts/parking lot lighting).

2. Emergency work use:
During the September 22, 2006 wind shear and the February 14, 2007 ice storm, City employees responded to the Kenilworth section to assess damage, check on residents and remove trees. BGE power was out, the neighborhood was extremely dark, and the work crews were severely limited in their efforts to safely saw and remove trees and branches from the roads and sidewalks.

Staff suggests the vehicle would be assigned to the Emergency Management Resource Coordinator’s office, with the Coordinator having the responsibility to see that the vehicle is maintained properly and in working order (weekly start-ups/equipment checks/etc.) It would also be the Coordinator’s responsibility to pre-position the vehicle at City Hall should severe weather be forecast. Other authorized/trained City employees would have use of the vehicle during events and would be responsible for pickup and return.

The Risk Manager has given an insurance estimated cost of $500 to $600 per year.

SPECS:
· 1980 Pierce Fire Ladder Truck (converted to lighting and generator truck).
· 19,000 original miles with gasoline engine.
· Automatic transmission.
· New tires and documented upkeep by County mechanics.
· 30-foot manually controlled extendable light pole with rotating light bank.
· Two attached rotating light banks on truck-side level.
· Diesel powered electric generator with standard and industrial plugs with diesel gas reservoir.
· Two 200-foot coils of extension cords.
· Numerous top and side storage compartments.
· Fire and COB radio installed.
· Flashing/rotating emergency lights (convert to amber).
