District 1 Town Hall Meeting Summary of Comments

City Manager

Fences and signs around storm drain areas. The
fence surrounding the one stormwater management facility in the Huntington
area is in good
condition. No signage is necessary.

Overgrown Shrubbery. No address is provided but
shrubbery in the Town Green Park is on a regular maintenance cycle. Private
properties have
been cited as appropriate.

8th Street end of block shrubs.

Benches in Town Green Park need to be painted.
The benches are in the process of being replaced with new ones. This should
be completed
within the next two weeks.

Antique sign near Town Green Park needs to be touched
up. There were originally two cross-buck railroad signs, one in the Town
Green and the other at the
Railroad Museum. When the one at the Railroad Museum was sandblasted
and repainted, it was stolen. Since the one at Town Green Park is already
split
in the center and will probably not survive sandblasting, we propose
removing this sign, evaluating whether it can be restored and retaining in
the Railroad
Museum. This will be communicated to the appropriate people in the Huntington
community.

8906 Chestnut Avenue house fire is an eyesore
and safety issue and needs to be removed. Property is located outside the
City limits. County
has been notified.

Sidewalks along Rt. 197 need to have vegetation
cleared back and pine needles removed near golf course.

Negative impact new development is having on existing
properties. Code Compliance will continue to work with property owners.
We also suggest
looking into a Code change to allow a Municipal Infraction to be
issued. We will also try to include the Public Works Inspectors more closely
in the
process.

End of 6th Street near concrete barriers has trash.
Parks and Grounds has cleaned the front area. It is part of their routine
maintenance. Code
Compliance has sent a violation notice regarding additional debris.

6th and Chestnut has trash on hill and in park
area and needs to be cleaned up. Parks and Grounds has cleaned this area.

Need
to provide direct access from Adnell Woods to Rt. 197. This does
not appear to be
possible because the intervening
properties are not
under the City’s control and construction of a new road
would be cost-prohibitive, even if the right-of-way could be
obtained.

Sidewalks
added. Sidewalks are constructed using the project list endorsed
in the Consolidated
Plan and long-range recommendations are specified
in the City’s Walkable Communities Program and Trails Master Plan.

Hard for pedestrians to cross 9th Street. The
decorative crosswalk program soon to be undertaken by SHA will provide
well-marked crossings of
MD 564 at Maple Avenue, at Chapel Avenue, south of the bridge
over Amtrak, at the Chestnut/11th Street intersection, at Myrtle Avenue
and at Elm Avenue
at the Huntington South Park. The long-term recommendation
for a T-intersection on the north side of the bridge will slow vehicle
speeds from the east, while
installation of the recommended traffic circle at 9th/Maple
Avenue will slow traffic speeds from the west. 9th Street itself will be
the subject of a
future streetscape program in conjunction with the T-intersection
and traffic circle improvements.

Visibility at Bridge. Senator Peters has reviewed
this situation in the field with the District 3 Engineer and re-installation
of a mirror
was suggested to SHA. Long-term, the reconfiguration of the
street system north of the bridge to create a T-intersection will address
the visibility
issue.

WB&A Trail connection to Old Town. There
is an existing link via a potential on-road bicycle trail along 11th
Street and Old MD 197 to
the WB&A Trail. This route could be easily designated and
promoted without substantial cost. Another possible route is
via Chestnut Avenue and High
Bridge Road, although some right-of-way constraints exist and
the existing paving is not very wide. The Citywide Trails Plan
and Bowie and Vicinity
Master Plan contain recommendations that address future trail needs.

Old Bowie and north Bowie lacking goods and services.
Access to the future mixed use development planned near Bowie State University
will
be provided if the proposed Railroad Avenue Trail is completed.
In addition to retail establishments that exist in Old Town Bowie, many
goods and services
are located within several miles of Old Town Bowie along MD
197 and in Glenn Dale at MD 564/MD 193.

City needs to encourage businesses. The
Department of Planning and Economic Development encourages businesses
via its ongoing
economic development
program.

What is the master plan for Old Town. The Bowie
and Vicinity Area Master Plan establishes a detailed planning framework
and master plan for
Old Town Bowie, including a Development District Overlay Zone
in the commercial and industrial areas.

What
are the plans for the Conway property. We are unaware of the
current owner’s
plans for the Conway property. Future development must conform to the
requirements of the Development District
Overlay Zone.
