How Do We Define Waste, Fraud, and Abuse?
Waste is the extravagant, careless, or needless expenditure of the City of Bowie’s resources that causes inefficiencies and mismanagement. Waste can be the excessive spending on City programs that are unreasonable and obsolete.
Fraud is the intentional deception of a person or entity by another made for monetary or personal gain. Fraud offenses always include some sort of false statement, misrepresentation, or deceitful conduct. It is any intentional deception designed to deprive the City of Bowie.
Abuse is any illegal, unethical, or irresponsible act perpetrated by a person(s) that creates loss or harm to the City’s assets, its employees or residents.
