Elm Street Development (the applicant) has filed a Zoning Map Amendment of the (Residential Suburban) Comprehensive Design Zone to allow residential development of approximately 440 single-family detached and townhouse dwelling units on approximately 155 acres known as the Whitemarsh Property.
