Henri Gardner was appointed to the Council in January 2011 to fulfill the remainder of the At-large term vacated by Geraldine Valentino-Smith. He was elected to the District 3 Council seat in November 2011 and re-elected in November 2013. In November 2015 he was elected as an At-large Councilmember and was re-elected in November 2019.
Henri, born in Philadelphia, Pennsylvania and raised in Norfolk, Virginia, is a graduate of Old Dominion University. He served in the United States Armed Forces with both the U.S. Air Force Reserves as crew chief on the C-5 Galaxy as well as the U.S. Army Reserves as a combat medic / practical nurse.
Henri has extensive professional experience in telecommunications, information technology, human resources, human capital, and business development. Currently, Henri is the President of CAISS Group, a veteran owned management and technology firm based in Washington, DC.
Henri’s community and civic involvement includes:

- Volunteer with the Bowie Interfaith Food Pantry
- Board member ACOC - Anacostia Community Outreach Committee
- Board member Williams Life Center
As a part of his Council work, Henri is the City Council Liaison to the City of Bowie Environmental Advisory Committee and the Green Team Executive Committee. Henri is a former member of the City of Bowie Economic Development Committee.
Henri Gardner works to bring employment opportunities to all residents of the City of Bowie. Since joining the City Council, Mr. Gardner has organized two very successful City job fairs, attended by several hundred job seekers. As a result of his work on these fairs, employers such as Comcast, Verizon Wireless, Prince George's County Government, Arlington County Government and several financial institutions have hired many Bowie residents.
Henri is a member of Covenant Baptist Church in Washington, D.C. and is a frequent visitor to the Judah Temple AME Church in Bowie, Maryland.
Henri lives in the Essington community of Bowie.
